Starting the Dawnguard quest in Skyrim is as simple as getting to Riften and speaking to one of the city’s guards. You’ll have to get into Riften first by either bribing or intimidating the gate guards, after which any city guard can prompt the dialogue.

While it is true Durak of the Dawnguard won’t come find you to chat and you won’t hear guards talking about Dawnguard until you reach a certain level, you can still Find Fort Dawnguard and talk to the leader of the Dawnguard to start the quest line at any level. Head to Stendarr’s Beacon ESE of Riften.
Can I still be a vampire if I join Dawnguard?
thanks! Yes, Serana allows you to become a vampire indefinitely regardless of what side you choose. However, if you side with the Dawnguard, you have the option to have Serana become cured of her Vampirism.
Can you join Dawnguard before 10?
It can also be given before level 10 by talking to Agmaer in Dayspring Canyon. They will ask the Dragonborn about joining the Dawnguard, an order of vampire hunters based in Fort Dawnguard, near Riften.
When should I play Dawnguard?
Dawnguard has a minimum level requirement of 10. I’d recommend waiting until 15-20 though since some of the quests are long and tough (lots of trekking through falmer infested territory). Hearthfire can be started at any time as its simply a material collection quest to build a house.
