Josephine can be romanced by a male or female Inquisitor of any race. This section contains spoilers for: Dragon Age: Inquisition. It is possible to dance with Josephine at the ball during Wicked Eyes and Wicked Hearts after deciding what happens to the Empress Celene (and the others).
Can you marry Josephine in Dragon Age: Inquisition?
Shortly, Josephine interrupts the duel, angry that the Inquisitor would risk their life. The player can now choose between declaring their love for Josephine, or allowing Lord Otranto to marry her. If you opt to continue the romance, Josephine kisses the Inquisitor.

I actually loved it when I just chose to romance her on my current play thru. Actually like it better than some of the more common/popular ones. Well written, with some interesting quests (a great/hilarious one where have to fight another suitor for the right to be with her) and she is a sweetheart of a character.

While Alistair and Anora have marriages, they happen off-screen, while Sera and Cullen from Dragon Age: Inquisition have marriages on-screen in the Trespasser DLC. Both, of course, have to be romanced, and the player gets a choice whether the characters marry or keep their relationship as is without marriage.
How do I marry Josephine?
Visit the War Table and initiate the “Find the Old Montilyet Family Crest” quest. Once it is complete, purchase the crest from the merchant Barnabus in Val Royeaux. Give it to Josephine as a gift. Talk to Josephine again and the quest “An Unexpected Engagement” will be initiated.
Should I flirt with Vivienne?
Vivienne can be flirted with though she will always turn the Inquisitor down. Varric, Leliana, and Cole cannot be flirted with or romanced at all.
