The highest version of IE you can have with Windows XP is IE8. You cannot have IE9 or IE10. I can access both of the links you mention fine with my IE8 on Windows XP. Windows Vista can support IE7, IE8 and IE9 only. Windows 7* can support IE8, IE9 and IE10 Release Preview only.
