From what I can tell – no. Although I haven’t played for a good year. The game doesn’t ever seem to die, but what you’ll have is fairly quiet servers until people finish work and then there will probably be two 100-person servers that are full.

While you can still play PR without a microphone, most servers require you to have one otherwise you will be kicked. Microphones, or headphones are available pretty much anywhere now and you can find them very cheap.
