You can apply if:

  1. You are at least 16 years old.
  2. Everyone in the household is a Canadian citizen, Permanent Resident (or has applied), or is a Refugee or Refugee Claimant.
  3. No member of the household owes money to any social housing program.
  4. No member of the household is under an enforceable removal order to leave Canada.
