The FW site says that standard delivery can take up to 15 business days, or three full standard weeks.
Is Forge World legal in tournaments?
There is no ruling for this, each tournament organizer decides for himself. Which means that your models are in my experience not allowed in 50% of the tournaments.

If you want to use your Forge World models for now, you should grab the relevant books while you can. The datasheets in each Imperial Armour index will remain official until new rules are published, so the books are still your go-to option for getting your miniatures onto the tabletop.
