What is cabotage in aviation?

Cabotage is defined as a non-remunerated not-for-hire flight between two points within a foreign country, carrying residents whose travel begins and ends in that country.

Cabotage is carriage of revenue traffic by foreign-registered carriers between two U.S. points, other than as part of a through trip (with the same carrier) involving travel to/from a foreign point.
