What is FMR percentile?

The FMR is the 40th percentile of gross rents for typical, non-substandard rental units occupied by recent movers in a local housing market.

What does 40th percentile mean?

This is easiest to explain by example. If your 3-month-old daughter is in the 40th percentile for weight, that means 40 percent of 3-month-old girls weigh less than your baby, and 60 percent weigh more. The higher the percentile number, the bigger your baby is compared to other babies the same age.

75th Percentile – Also known as the third, or upper, quartile. The 75th percentile is the value at which 25% of the answers lie above that value and 75% of the answers lie below that value.

You’ll be exempt from the benefit cap if you’re getting Working Tax Credit or some disability benefits. If you’re not getting Housing Benefit or Universal Credit, you won’t be affected by the benefit cap.

The metropolitan areas are defined using the metropolitan Core-Based Statistical Areas (CBSAs) as established by the Office of Management and Budget. What are small area fMRS and how are they used?

Small Area FMRs are required to be used to set Section 8 Housing Choice Voucher payment standards in areas designated by HUD (available here). Other Housing Agencies operating in non-designated metropolitan areas may opt-in to the use of Small Area FMRs.

HUD recently released an Advanced Notice of Proposed Rulemaking regarding the use of Small Area FMRs in the Housing Choice Voucher Program. The notice was published in the Federal Register on June 2, 2015 and the public comment period will end on July 2, 2015. This system provides a lookup of Small Area rents for metropolitan areas.

What is the HUD notice of Proposed Rulemaking on fMRS?

On June 16, 2016 HUD released a Notice of Proposed Rulemaking regarding the use of Small Area FMRs is certain metropolitan areas for the Housing Choice Voucher Program. The notice was published in the Federal Register and solicits public comments.
